Who We Are

Congregational Community Action Project(C-CAP) is a joint venture of 45 area churches in Winchester and Frederick County to help individuals and families in need.



Help can be in the form of clothing, food, and financial assistance. Financial aid, if funds are available, can be for rent and utilities, and some heating oil bills.  CCAP offers additional services depending upon the availability of resources, such as medical or dental expenses, or other expenses if approved. Each request is done on a case by case basis.  Bus passes are no longer available. 



Every attempt is made within the limits of our resources to assist every client who comes to the office for assistance.  The food pantry is open Monday, Wednesday and Thursday from 10 am until 1 pm.



The office volunteer interviews each client to determine the need and tries to help the client recognize alternatives and informs him/her of community resources.   If the individual qualifies, CCAP will offer aid.  If eligible, the program will pay for emergency shelter at hotels and will assist with rent and/or deposit for utilities.



Donations of food, clothing, and other items are accepted Monday-Thursday, 9:00 am. to 3:00 pm.  Call in advance or just stop by with your donation.  Assistance will be provided with unloading and carrying upon request.  Come in via our lobby and let a Receptionist know you are there.
